Whittier DMV: Hours, Services & Appointment Guide

A real, full-service DMV field office at 9338 S Painter Avenue — nine services, an on-site self-service kiosk, and drive tests — and the only field office for a whole ring of Gateway Cities that have none of their own. Six surrounding cities (Pico Rivera, Downey, Norwalk, Santa Fe Springs, La Mirada, La Habra) have no DMV office at all, yet directories keep implying they do, and one third-party document even prints the wrong street name — “Artist Avenue” — for this office. This page separates the real office from the traps first, before anything else, because every wasted trip in southeast Los Angeles County starts with the wrong door, the wrong day, or the wrong kind of building. Independent guide, verified against dmv.ca.gov.

9338 S Painter Avenue, Whittier, CA 90605
Los Angeles County — the Gateway Cities anchor: full 9 services with an on-site kiosk · the nearest office for Whittier, Pico Rivera, Santa Fe Springs, La Mirada, La Habra, and the whole southeast Los Angeles County ring, none of which (except Whittier) has a field office of its own

1The Gateway Cities anchor — a real office, nine services, and a kiosk

Whittier is a real DMV field office, and that single fact is the whole point of this page — because an earlier note in our own system got it wrong, and the directories get it wrong in several directions at once. The Whittier field office is at 9338 S Painter Avenue, Whittier, CA 90605: a working field office with the full nine services, drive tests, an on-site self-service kiosk, and standard field-office hours (Monday, Tuesday, Thursday, and Friday 8:00 AM–5:00 PM; Wednesday 9:00 AM–5:00 PM; Saturday and Sunday closed). It is the office for Whittier itself and — because the cities around it have so few offices — the nearest office for Pico Rivera, Santa Fe Springs, La Mirada, and La Habra, none of which has a field office of its own, and the fallback for Downey and Norwalk readers too. That is a large, car-dependent population served by one nine-service office, and the comparison in section 4 is the release valve for the days this office shows nothing.

The first correction on this page is the office’s existence, because an earlier internal note claimed dmv.ca.gov/whittier returned 404 and flagged Whittier as a possible phantom office. That note used the wrong URL pattern. The legacy pattern dmv.ca.gov/portal/locations/dmv-field-office/whittier/ does return 404 — but the correct official page, dmv.ca.gov/portal/field-office/whittier/, returns HTTP 200, with the full nine-service list, the kiosk headline, and a two-week hours calendar. Whittier is real, full-service, and open. Do not let any page — including an older note of ours — tell you otherwise. The only URL this page links is the working field-office page.

The second correction is the street name, because a third-party wait-times document prints the office address as “9338 S. Artist Avenue, Whittier, CA 90605.” There is no DMV office on Artist Avenue. The street is Painter Avenue — 9338 S Painter Avenue, Whittier, CA 90605 — confirmed on the office’s own dmv.ca.gov page, on the nearby cards of the West Covina, Montebello, El Monte, and Long Beach office pages, and on the DMV’s own parking-lot repair contract for the same address. If a page sends you to Artist Avenue, it has sent you to the wrong street; navigate to Painter Avenue.

The third correction is the building that looks like an office and is not. The Placentia IBC — 2390 Rose Drive, Placentia, CA 92870 — sits on Whittier’s own nearby list labelled “DMV Field Office,” and it is not one. “IBC” is the Industry Business Center listing: hours Monday–Tuesday 7:00 AM–4:00 PM, Wednesday 8:00 AM–4:00 PM, Thursday–Friday 7:00 AM–4:00 PM, Saturday–Sunday closed, and its own page carries NO “Services Provided” list and NO kiosk headline. General-public readers must use the Whittier field-office entry (9338 S Painter Avenue, 90605), not the IBC entry. Note the hours difference too: the IBC opens at 7:00 AM and closes at 4:00 PM, an hour earlier on both ends than the field office — another signal it is a different kind of door. It is also geographically closer to Whittier City Hall than Lincoln Park or Pomona (14.3 miles, about 27 minutes), which makes it the most dangerous trap in this cluster after El Monte itself: the nearest “DMV” on a map search for a La Habra or Brea reader is not a DMV office at all. Do not present the IBC as a southeast Los Angeles County DMV office, and do not drive to Rose Drive in Placentia expecting a counter.

The fourth correction is the trap office to the north. El Monte HAS a field office but runs only eight services with NO kiosk — the trap office of the wider cluster. A reader who drives to El Monte for a kiosk task will find no kiosk, and the cure is a grocery kiosk, not another office. Whittier is the opposite case: the rare office in this cluster that offers BOTH an on-site kiosk AND a grocery kiosk inside its own city limits (Ralphs, 14919 E Whittier Boulevard, open daily to 1:00 AM) — section 6 has the full kiosk map. Meanwhile the real alternatives are richer than prior research knew: Montebello, Bell Gardens, Fullerton, Bellflower, West Covina, Pasadena, Lincoln Park, and Pomona all run the full nine services with kiosks. The fifth correction is bigger than one office: six nearby cities have no DMV field office at all. Pico Rivera, Downey, Norwalk, Santa Fe Springs, La Mirada, and La Habra all return “Page not found” on dmv.ca.gov’s own field-office directory — all six verified by direct checks on November 3, 2026. La Mirada and La Habra do have grocery kiosks — a kiosk is not an office. If a directory sends you to a “DMV office” in any of these six cities, it has sent you somewhere that does not exist. The full list, with what each city actually has instead, is in section 4.

Why does one nine-service office carry this much demand? Whittier is a city of 87,306 people at the 2020 census (U.S. Census Bureau, labelled with its year — never an unlabelled estimate), in the Gateway Cities region of southeastern Los Angeles County, about 12 miles southeast of downtown Los Angeles (commonly cited distance, labelled approximate), covering 14.66 square miles. The city was incorporated on February 25, 1898, became a charter city in 1955, and is named for the Quaker poet John Greenleaf Whittier; it is home to Whittier College. One more civic correction, because directories get it wrong: Los Angeles is the county seat of Los Angeles County — not Whittier. The rest of this page is the map for using this office well, for knowing where the kiosks actually are, and for knowing where to go when it shows nothing.

2Hours, services & the dates to avoid

The weekly pattern is the standard California field-office pattern, confirmed on the office’s own dmv.ca.gov page (which prints a two-week calendar, November 1–14, 2026, showing the same pattern):

DayHours
Monday8:00 AM – 5:00 PM
Tuesday8:00 AM – 5:00 PM
Wednesday9:00 AM – 5:00 PM (opens one hour late)
Thursday8:00 AM – 5:00 PM
Friday8:00 AM – 5:00 PM
Saturday – SundayClosed

The Wednesday quirk is the detail that catches the most people: every other weekday opens at 8:00 AM, but Wednesday opens at 9:00 AM. Do not show up at 8:00 on a Wednesday expecting the early-bird advantage — you will wait outside for an hour. Weekends are closed, full stop. No California DMV field office lists Saturday hours, so be skeptical of any directory that claims a Saturday opening for Whittier — including any page that prints kiosk hours as office hours. The Ralphs kiosk in Whittier runs 6:00 AM to 1:00 AM daily, and the Albertsons kiosk in La Habra runs 6:00 AM to 11:00 PM daily; those are the kiosks’ hours, not the office’s, and the office is closed every weekend. There are date-specific exceptions in the near term, and they are the date warnings on this page: Wednesday, November 11, 2026 is CLOSED — Veterans Day, a state holiday, printed as “closed” on the office’s own November 1–14 calendar and on the DMV’s official holidays list. Do not plan a Wednesday-November-11 visit; Thursday November 12 reopens at 8:00 AM. Thursday, November 26, 2026 (Thanksgiving Day) is CLOSED, and Friday, November 27, 2026 (the day after Thanksgiving) is CLOSED as well, per the same official holidays list. Friday, December 25, 2026 (Christmas Day) is CLOSED, and Friday, January 1, 2027 (New Year’s Day) is CLOSED. Christmas Eve (Thursday, December 24) and New Year’s Eve (Thursday, December 31) are NOT closure days — normal hours apply. Do not copy the federal holiday calendar onto the DMV: Juneteenth and Columbus Day are NOT on the DMV holidays list. State holidays can change hours at other times of year too, so confirm on the official office page the day before you go — see our California DMV holidays guide. And one timing rule that applies statewide: knowledge (written) tests are generally not offered after 4:30 PM, so do not book the last slot of the day and expect to test.

The office provides the full nine services, exactly as listed on dmv.ca.gov — including the ninth, Self Service Terminals, which is what makes Whittier a complete office and what El Monte lacks.

Service (official list)What it means for your visit
Licensing ServicesDriver licenses (new, renewal, replacement), ID cards, and REAL ID applications. REAL ID first applications require an in-person office visit with original documents — this is the single biggest reason people still visit in person. Start the application online first for a confirmation code; it shortens counter time. California also issues driver licenses regardless of immigration status (AB 60), accepting a foreign passport or matrícula consular as identity, with those cards marked “Federal Limits Apply.”
TestingKnowledge (written) tests and behind-the-wheel drive tests, booked as separate appointment types in the official scheduler. Motorcycle skills-test availability is not itemized for this office on its official page — check the scheduler rather than assuming it. “Testing” is listed generically, with no breakout. No verified turn-by-turn drive-test route text was found for Whittier, so this page prints no street-by-street examiner route.
Title TransfersPrivate-party sales, family transfers, and out-of-state titles. Bring the signed title, smog certification where required, and odometer disclosure. Out-of-state vehicles need a VIN verification (REG 31) at the office.
RegistrationNew vehicle registrations, renewals that cannot be completed online, and planned non-operation (PNO) filings for vehicles going into storage. Simple registration renewals are often kiosk or online tasks instead — at Whittier, that means the on-site kiosk or the Ralphs kiosk at 14919 E Whittier Boulevard (open to 1:00 AM), NOT a weekday office visit.
Plates, Permits, & PlacardsReplacement license plates, temporary operating permits, and disabled person placards. Disabled placard applications are one of the few counter services with no online substitute — bring the medical certification form completed by a licensed medical professional.
Replace Lost/Stolen/DamagedDuplicate driver licenses, registration cards, and vehicle titles when the original is lost, stolen, or damaged.
RecordsDriver and vehicle record requests. Note that simple record-copy requests are handled through out-of-office options in many cases — check eligibility before visiting. Kiosk record requests are available at the three grocery kiosks in section 6.
Request miscellaneous original documentsLess common document requests handled at the counter for paperwork outside the standard categories.
Self Service TerminalsThe on-site kiosk — registration renewals, planned non-operation, and driver/vehicle records without a counter visit, during office hours. This is the ninth service that makes Whittier a full nine-service office — and it is what El Monte lacks. Whittier is also the rare office in this cluster with BOTH an on-site kiosk and a grocery kiosk inside its own city limits (Ralphs, to 1:00 AM). One warning: the on-site kiosk follows office hours (weekdays only, closed weekends and November 11) — do not let the DMV’s “open daily” kiosk marketing line make you think the on-site machine runs on Sunday. And do not let a place card confuse the issue: one third-party listing presents the on-site kiosk as a separate “California DMV Kiosk” at “9338 S, Parking lot” — that is the SAME on-site kiosk, not a second location. One building, one office, one kiosk.

Payment is the same statewide line printed on the office page: the DMV accepts cash, check, credit card, debit card, digital wallet, and money order at field offices. The statewide phone line for everything is 1-800-777-0133 (automated 24/7; live representatives Monday–Friday 8:00 AM–5:00 PM; TTY 1-800-368-4327). No office-specific phone number is published for Whittier — any “direct Whittier DMV number” from a directory is unverified, so use the statewide line. This page deliberately prints no fee dollar amounts: fee line items change and are gated until re-verified on dmv.ca.gov at build time, and the one figure that is safe to state is that booking itself is free.

One more scope rule before you book, because it saves more trips than any other paragraph on this page: routine services get no counter service at all. Simple registration renewals, eligible license and ID renewals, record copies, and replacement licenses are routed by the DMV to online, kiosk, mail, or phone options — the counter will not do them. Before driving to Painter Avenue, check whether your task is actually an office task. The Whittier office page itself lists the tasks completable online with the DMV or a DMV-authorized partner: renew your vehicle registration; renew your driver’s license or ID card; driver’s license or ID card application (start online for a confirmation code — REAL ID first applications still need the in-person visit with originals); change your address; Notice of Transfer and Release of Liability; request a replacement driver’s license; special-interest or personalized plates; and request your driver’s record. If your task is on that list and needs no in-person step, do it online first. If it is a REAL ID, a first license, a drive test, or a title transfer, the kiosk cannot do it — book the office. And if it is a kiosk task, do NOT drive to Painter Avenue on a weekend at all — use the Ralphs kiosk instead, open to 1:00 AM.

3Booking an appointment here

Booking happens only on the DMV’s official scheduler, and it is free. Here is the play for a Whittier visit:

  1. Go to the official DMV appointment scheduler (“Schedule an Appointment” on dmv.ca.gov).
  2. Choose your appointment type FIRST. This is the highest-value sentence in this section: a field-office visit and a behind-the-wheel drive test are separate appointment types in the official scheduler, with separate queues. Booking the wrong type means rebooking. Pick “office visit” for licenses, ID, registration, and most counter services; pick “drive test” for the road test. Drive tests are appointment-only — there is no walk-in path for them.
  3. Search by ZIP (90605) or “Whittier” and pick the Painter Avenue office — not a partner address, not a kiosk address, and not the Placentia IBC in Placentia, none of which takes appointments. Watch the address traps, because they are real in this cluster: the Angels Auto Registration Services partner sits at 8023 Norwalk Boulevard, the Ralphs kiosk sits at 14919 E Whittier Boulevard, and the Placentia IBC sits at 2390 Rose Drive in Placentia. The field office is at 9338 S Painter Avenue. If the address you are navigating to says Norwalk Boulevard, you are heading to a partner; if it says Whittier Boulevard, you are heading to a grocery kiosk; if it says Rose Drive in Placentia, you are heading to the Placentia IBC, which is not a field office; if it says Artist Avenue, you are heading to the wrong street entirely.
  4. Pick a date and time. Morning slots move fastest. If Whittier shows nothing on your date, widen the same search BY TASK (section 4): Montebello first for full services with a kiosk (6.8 miles), then Bell Gardens (8.0 miles) — but remember El Monte has no kiosk, so a kiosk task needs a grocery kiosk, not another office. Offices serve all California residents regardless of home address, and cancellations open slots when you check back.
  5. Enter your contact details and confirm. Save the confirmation — you will need it if anything changes.
  6. To change an appointment, cancel it in the scheduler and book a new one. That is the two-step path the scheduler offers: cancel the existing appointment, then book the replacement. There is no penalty figure attached to a missed appointment on this page, because no official source states one — just rebook through the scheduler.
  7. Start the application online first where the scheduler offers it. A REAL ID or licence application started online gives you a confirmation code that shortens counter time. Bring the documents checklist for your task — identity, residency, Social Security number where required — because a missing document is the most common reason for a second trip, and no appointment type fixes it. See our documents checklist. For a REAL ID first application, bring one proof of identity, your Social Security number, and two different documents proving California residency, all originals or certified copies — never photocopies. If your legal name has changed, bring name-change documentation too. A non-REAL ID card reads “Federal Limits Apply” and cannot be used to board domestic flights or enter secure federal facilities after May 7, 2025.
  8. Do not book an appointment for the tasks the DMV routes elsewhere. Appointments should not be made for registration renewal, licence or ID renewal, record requests, or a replacement licence — there is no counter service for those. Do them online, at a DMV Now kiosk, or by mail instead. Booking one anyway wastes your slot and the office’s time. At Whittier this matters twice over: the office has an on-site kiosk, so a renewal booked as an office visit is a trip that should have gone to the kiosk — or to the Ralphs kiosk on Whittier Boulevard, open to 1:00 AM.

Prefer the phone? Call 1-800-777-0133 (automated 24/7; live representatives Monday–Friday 8:00 AM–5:00 PM). If you are heading to the office without an appointment, check the official office page on the morning of your visit for the current same-day check-in option — walk-ins use the DMV’s QR check-in at the office (the old Get in Line system was discontinued in March 2026) — and bring everything on our documents checklist so you do not burn a second trip. This page does not assert a Whittier-specific walk-in rule either way: book first, and treat the same-day check-in as the fallback. More on the whole booking process in our California DMV appointment guide. This page prints no wait-time minutes: the live wait display on dmv.ca.gov changes hourly, and any snapshot quoted here would go stale within the hour — check the live display on the morning of your visit instead. The DMV publishes only live, per-moment waits, never an average.

4Nearby DMV offices compared: the Gateway Cities anchor, the El Monte trap, and a ring of no-office cities

Every real office in this cluster runs the same weekly pattern (Monday–Tuesday 8–5, Wednesday 9–5, Thursday–Friday 8–5, Saturday–Sunday closed) and the same six payment methods, and every office below was checked on its OWN dmv.ca.gov page — no service or kiosk claim is copied from another office’s nearby list. The differences are in DISTANCE and in KIOSK status — and that is the whole point of this section. Drive distances and times are driving routes computed with the OSRM routing engine on November 3, 2026, from one stated origin — Whittier City Hall, 13230 Penn Street, Whittier, CA 90602 — free-flow (no traffic), for a typical drive. Readers starting elsewhere in Whittier should adjust: the city’s north side is closer to Montebello, the east side closer to Fullerton. Traffic on the I-5/SR-60/SR-57 corridor changes these times sharply at rush hour — never treat a drive time as a promise.

Placentia IBC (NOT an alternative)2390 Rose Drive, Placentia, CA 9287014.3 mi / ~27 minNONOT a field office — an Industry Business Center. Do NOT drive to Placentia expecting a counter for licences, REAL ID, registration, or title work (section 1, warning box below).

One listing that looks like a public office and is NOT. The Placentia IBC — 2390 Rose Drive, Placentia, CA 92870 — Mon–Tue 7:00 AM – 4:00 PM, Wed 8:00 AM – 4:00 PM, Thu–Fri 7:00 AM – 4:00 PM, Sat–Sun closed. “IBC” is the Industry Business Center listing; dmv.ca.gov describes its Service Centers as providing “business services to vehicle industry customers.” It appears on the Whittier office page’s nearby list, always labelled plain “DMV Field Office” with no kiosk badge — DMV’s own card wording. The Los Angeles Metro IBC (1365 N Grand Avenue, Suite 100, Covina, CA 91724; 7–4/8–4 hours) is the same class of facility further north (carried from the November 2, 2026 West Covina brief — not re-fetched in this run). Same warning applies; it does not belong in the comparison table either.

Cities with no field office — do not print a field office for any of these. Pico Rivera has no dmv.ca.gov field-office page: Pico Rivera readers use Montebello first, Whittier second. Downey has no field-office page either: Downey readers use Bell Gardens first, Whittier second. Norwalk has no field office: Norwalk readers use Bellflower or Whittier — and Norwalk is home to the Norwalk/Santa Fe Springs Metrolink station, which is a TRAIN station, not a DMV office. Santa Fe Springs has no field office: Santa Fe Springs readers use Whittier or Bellflower. La Mirada has no field office: La Mirada readers use Fullerton first, Whittier second — and La Mirada DOES have a grocery kiosk (The Market by Superior, 12721 Valley View Avenue, Mon–Sun 6:00 AM–10:00 PM). A kiosk is not an office. La Habra has no field office: La Habra readers use Fullerton first, Whittier second — and La Habra DOES have a grocery kiosk (Albertsons, 1800 W Whittier Boulevard, Mon–Sun 6:00 AM–11:00 PM). A kiosk is not an office. Brea has no field office: Brea readers use Fullerton first, Whittier second. Hacienda Heights, Rowland Heights, and South Whittier have no field office either — “South Whittier” is a neighbourhood name, not a city with a DMV office. Their readers use Whittier or West Covina. Covina, Baldwin Park, Azusa, Alhambra, South Gate, Lynwood, Commerce, San Gabriel, Rosemead, Temple City, Arcadia, Monrovia, Duarte, Irwindale, and La Puente have no field office either — their readers use West Covina, El Monte, Montebello, or Whittier. If a directory sends you to a “DMV office” in any of these cities, it has sent you somewhere that does not exist.

Two corrections worth naming, because directories get them wrong. First, Whittier is the nearest office to itself, not Montebello or Bell Gardens — and it is the nearest office precisely because it is the complete one: nine services and a kiosk on site, plus a grocery kiosk in its own city open to 1:00 AM. A guide that starts its list at Montebello or Bell Gardens without naming Whittier’s own kiosk sends you past a door that can do your whole task. Second, Whittier is a real office despite the earlier “404” note — the wrong URL pattern is what returned 404, not a missing office. For licences, tests, REAL ID, and title transfers, Whittier does the same work as the other offices, and for kiosk tasks it does more than El Monte, which has no kiosk at all. Do not rule Whittier out on the strength of a stale note — but do not drive to Painter Avenue on a Saturday either, when the office is closed and the Ralphs kiosk is the door that is open.

5Frequently asked questions

Whittier: the straight answers to the questions Gateway Cities residents actually ask — answered from official sources, verified November 3, 2026.

What are the hours of the Whittier DMV?

Monday, Tuesday, Thursday, and Friday 8:00 AM–5:00 PM; Wednesday 9:00 AM–5:00 PM (opens one hour late); closed Saturday and Sunday. The late opening is WEDNESDAY, not Tuesday — a reader who arrives at 8:00 AM on Wednesday finds a closed office, and a reader who arrives at 9:00 AM on Tuesday has already waited an hour for nothing. The date-specific exceptions: Wednesday, November 11, 2026 is closed (Veterans Day, a state holiday), and Thursday, November 26 and Friday, November 27, 2026 are closed (Thanksgiving Day and the day after). Christmas Day (Friday, December 25, 2026) and New Year’s Day (Friday, January 1, 2027) are also closed. Christmas Eve and New Year’s Eve 2026 are normal-hours days. State holidays can change hours — confirm on the official office page before you go. No field office lists Saturday hours, so be skeptical of any directory that claims a Saturday opening for Whittier.

Is the Whittier DMV open on Saturday or Sunday?

No — the Whittier field office is closed Saturday and Sunday, every week, on the official dmv.ca.gov calendar. Ignore any page that implies the DMV offers Saturday appointments — those are the grocery kiosks’ hours, not the office’s. If your task is a registration renewal or a record copy, the nearby grocery kiosks cover weekends: Ralphs in Whittier (14919 E Whittier Blvd, 6:00 AM–1:00 AM daily), The Market by Superior in La Mirada (12721 Valley View Ave, 6:00 AM–10:00 PM daily), and Albertsons in La Habra (1800 W Whittier Blvd, 6:00 AM–11:00 PM daily).

What is the address of the Whittier DMV?

9338 S Painter Avenue, Whittier, CA 90605. Beware pages printing the address as “9338 S. Artist Avenue” — one third-party document gets the street name wrong. The street is Painter Avenue; there is no DMV office on Artist Avenue. The official office page is dmv.ca.gov/portal/field-office/whittier/.

What is the phone number for the Whittier DMV?

1-800-777-0133, the statewide DMV line (automated 24/7; live representatives Monday–Friday 8:00 AM–5:00 PM; TTY 1-800-368-4327). There is no published direct number for the Whittier office — any ‘direct Whittier DMV number’ from a directory is unverified. Use the statewide line.

Do I need an appointment to visit the Whittier DMV?

Appointments are recommended and booking is free on the official DMV scheduler — and an appointment beats a walk-in at any hour. If you go without one, the DMV’s same-day check-in is now QR check-in at the office (the old Get in Line system was discontinued in March 2026), and you should expect to wait. The firm exception is the behind-the-wheel drive test, which is appointment-only with no walk-in path. This page does not assert a Whittier-specific walk-in rule either way — book first, and check the official office page on the morning of your visit for the current same-day check-in option. Do not book at all for a registration renewal, licence or ID renewal, record request, or replacement licence — there is no counter service for those; use online, a kiosk, or mail.

What services does the Whittier DMV offer — does it do driving tests?

Nine services, exactly as listed on dmv.ca.gov: Licensing Services; Testing; Title Transfers; Registration; Plates, Permits, & Placards; Replace Lost/Stolen/Damaged; Records; Request miscellaneous original documents; and Self Service Terminals. Yes — behind-the-wheel drive tests are bookable here, as a separate appointment type from a general office visit. Motorcycle skills-test availability is not itemized for this office on its official page, so check the scheduler rather than assuming it — “Testing” is listed generically, with no breakout. Payments accepted: cash, check, credit card, debit card, digital wallet, and money order.

Does the Whittier DMV have a self-service kiosk, and what can I do at the kiosk?

Yes — and Whittier is the rare office in this cluster with BOTH an on-site kiosk and a grocery kiosk inside its own city limits. The field office has a self-service kiosk on site (Self Service Terminals is the ninth service on its official list), open during office hours only — weekdays, closed weekends and November 11. The grocery kiosk is Ralphs at 14919 E Whittier Blvd (Mon–Sun 6:00 AM–1:00 AM, 2.7 miles from Whittier City Hall), plus The Market by Superior in La Mirada (12721 Valley View Ave, Mon–Sun 6:00 AM–10:00 PM) and Albertsons in La Habra (1800 W Whittier Blvd, Mon–Sun 6:00 AM–11:00 PM). Kiosks handle registration renewals, planned non-operation, and driver/vehicle records only — they do NOT issue REAL IDs, run drive or knowledge tests, or issue first-time licenses. More in the kiosk section below and our DMV kiosk guide.

What should I bring for a REAL ID, licence, or registration visit?

For a REAL ID first application: one proof of identity (valid US passport or passport card, certified birth certificate, permanent resident card, or similar), your Social Security number, and two different documents proving California residency showing your first and last name and the mailing address that will appear on the card (mortgage bill, home utility or cell phone bill, vehicle registration card, bank statement, or similar) — originals or certified copies, never photocopies. If your legal name has changed, bring name-change documentation too. For a licence or registration visit, bring the documents on our documents checklist for your task. A missing document is the most common reason for a second trip, and no appointment type fixes it.

Is there a DMV field office in Pico Rivera? In Downey? In Norwalk? In Santa Fe Springs? In La Mirada? In La Habra?

No to all six. Pico Rivera, Downey, Norwalk, Santa Fe Springs, La Mirada, and La Habra have NO field office — their dmv.ca.gov field-office pages all return ‘Page not found,’ verified by direct checks on November 3, 2026. Pico Rivera readers use Montebello first, Whittier second. Downey readers use Bell Gardens first, Whittier second. Norwalk readers use Bellflower or Whittier. Santa Fe Springs readers use Whittier or Bellflower. La Mirada and La Habra readers use Fullerton first, Whittier second — and La Mirada and La Habra DO have grocery kiosks (The Market by Superior, 12721 Valley View Ave, 6:00 AM–10:00 PM; Albertsons, 1800 W Whittier Blvd, 6:00 AM–11:00 PM). A kiosk is not an office. The same is true of Brea, Hacienda Heights, Rowland Heights, and South Whittier — none of those has a field office either.

If the Whittier DMV is fully booked, which nearby office should I try instead?

It depends on your TASK and on which office is actually nearest — and this is the most important answer on the page. For full services (anything, including REAL ID and drive tests) plus a kiosk: Montebello (424 N Wilcox Ave, 6.8 mi / ~15 min) is the nearest fallback, then Bell Gardens (6801 S Garfield Ave, 8.0 mi / ~17 min). For La Habra, Brea, Buena Park, and La Mirada readers, Fullerton (909 W Valencia Dr, 11.9 mi / ~22 min) is the default, not Whittier. For tests and counter work but NOT kiosk tasks, El Monte (4000 Arden Dr, 9.4 mi / ~21 min) works — but it has NO kiosk, so never drive there for a kiosk task; use a grocery kiosk instead. Further fallbacks: West Covina (800 So Glendora Ave, 10.8 mi / ~21 min), Bellflower (9520 Artesia Blvd, 12.1 mi / ~19 min), Pasadena (49 S Rosemead Blvd, 14.0 mi / ~27 min), Lincoln Park (3529 N Mission Rd, 16.3 mi / ~27 min), Pomona (1600 S Garey Ave, 20.5 mi / ~31 min). Never the Placentia IBC in Placentia for counter work — it is an industry business center, not a public office. Pick by task first, then by drive time — never by an invented wait-time ranking.

Can I renew my vehicle registration at a kiosk or a DMV business partner instead of going to the Whittier office?

Yes for renewals and records — no for REAL ID, tests, or first licences. The three grocery kiosks in the cluster (Whittier, La Mirada, and La Habra — all open daily, Whittier’s Ralphs to 1:00 AM) handle registration renewals, planned non-operation, and driver/vehicle records, including weekends when the office is closed. The DMV business partner actually inside Whittier city limits is Angels Auto Registration Services at 8023 Norwalk Blvd (1-562-699-9090; Mon–Sat 10 AM–6 PM) — call before visiting; partners charge their own additional fee, so ask the price first. Angels is OPEN on Wednesday, November 11 (Veterans Day), 10 AM–6 PM, while the field office is CLOSED that day — a same-day fallback for registration-type work only, never for a licence, REAL ID, or test. Partners handle registration-type work only — they cannot issue licences, run tests, or process REAL ID.

How do I get to the Whittier DMV by bus or train, and is there parking information available?

There is NO Metrolink station in Whittier — do not tell anyone to take Metrolink ‘to Whittier,’ because there is no such stop. The nearest Metrolink stations are Norwalk/Santa Fe Springs (12650 Imperial Hwy, Norwalk — 91/Perris Valley Line and Orange County Line) and Montebello Metrolink Station (Riverside Line). By bus, Metro Line 18 and Montebello Bus Lines line 10 serve the Whittier Boulevard corridor, and Metro Line 62 runs along Telegraph Road — use the Metro / Metrolink trip planner and check the stop for 9338 S Painter Avenue before you travel; this page prints no stop-to-office walk claim, timetable, or frequency, because schedules change and a stale timetable is worse than no timetable. On parking: the DMV maintains a parking area at this office (a DMV contract for parking-lot repair, seal and stripe work at 9338 South Painter Avenue proves the area exists), but the office publishes no capacity, layout, street-parking, or accessibility-space details, so this page asserts nothing about parking — arrive early and allow time to park.

6Kiosks: an on-site machine AND a grocery kiosk in the same city

Whittier is the rare office in this cluster where the kiosk story is a feature, not a warning: an on-site kiosk at the field office AND a grocery kiosk inside Whittier city limits, open daily to 1:00 AM. The grocery kiosks below run on store hours, including weekends and late nights when the office is closed. Kiosk hours follow the host store’s hours, so confirm on dmv.ca.gov before a late-night trip. And remember the scope rule: kiosks handle registration renewals, planned non-operation, and driver/vehicle records only. They do not issue REAL IDs, run drive or knowledge tests, or issue first-time licenses — and neither do the partners in the next section.

KioskHoursGood to know
Whittier field office (on site)
9338 S Painter Avenue, Whittier, CA 90605
Office hours: Mon–Tue/Thu–Fri 8:00 AM – 5:00 PM, Wed 9:00 AM – 5:00 PM, Sat–Sun closedThe ninth service. The on-site kiosk is Self Service Terminals on the office’s official services list — the machine that makes Whittier a full nine-service office. It follows office hours, so it is closed on weekends and on November 11 — do not let the DMV’s “open daily” kiosk marketing line make you think the on-site machine runs on Sunday. One building, one office, one kiosk: a third-party place card lists a separate “California DMV Kiosk” at “9338 S, Parking lot” — that is the SAME on-site kiosk, not a second location
Ralphs in Whittier
14919 E. Whittier Blvd., Whittier, CA 90605
Mon–Sun 6:00 AM – 1:00 AMThe only grocery kiosk inside Whittier city limits — and the latest-opening kiosk in the cluster (1:00 AM close). 2.7 miles, about 6 minutes, from Whittier City Hall. A reader who misses the office’s 5:00 PM close can still finish a kiosk task here until 1:00 AM, including weekends. One directory lists these hours as 6:00 AM–12:00 AM — the official dmv.ca.gov hours are 6:00 AM–1:00 AM; print the official hours only
The Market by Superior in La Mirada
12721 Valley View Ave., La Mirada, CA 90638
Mon–Sun 6:00 AM – 10:00 PM5.0 miles, about 10 minutes, from Whittier City Hall. The kiosk that makes readers think La Mirada has an office — it has a kiosk, not an office
Albertsons in La Habra
1800 W. Whittier Blvd., La Habra, CA 90631
Mon–Sun 6:00 AM – 11:00 PM5.3 miles, about 11 minutes, from Whittier City Hall. The kiosk that makes readers think La Habra has an office — it has a kiosk, not an office. Note the street name: this kiosk sits on Whittier Boulevard in La Habra, while the field office sits on Painter Avenue in Whittier — two different streets, two different cities, do not merge them

The count, stated carefully so it cannot be misread: one kiosk on site at the Whittier field office, plus three grocery kiosks on the office page’s official nearby list (Whittier, La Mirada, La Habra) — four kiosk locations in the Whittier-page cluster. Never “four kiosks in Whittier” without the distinction: the Ralphs kiosk is inside Whittier city limits, but it is NOT at the DMV office. For a La Mirada reader, that distinction is the whole story: the kiosk is why a La Mirada resident can renew a registration without ever leaving the valley, and also why a La Mirada resident still has to drive to Whittier or Fullerton for a REAL ID or a drive test. Do NOT import kiosks from the West Covina or El Monte pages’ nearby lists into this page: the Superior Grocers kiosks in Baldwin Park, Covina, El Monte, South El Monte, and City of Industry and the Ralphs kiosk in Temple City are on those pages’ lists, not on the Whittier page’s list. Payment at kiosks: cash, credit card, and debit card accepted; one payment method per transaction; a 1.95% service fee applies to credit and debit card transactions (DMV kiosk FAQ). Bring the renewal notice (with its Renewal Identification Number) or the current registration card; for a replacement card or sticker bring the plate number and the last five digits of the VIN; for records bring the licence or ID card. More on kiosk-eligible tasks in our DMV kiosk guide.

The kiosk-versus-office decision is the page’s practical payoff, so here it is plainly. If the task is a registration renewal, a PNO filing, or a record copy, a grocery kiosk (open to 10:00 PM, 11:00 PM, or 1:00 AM daily, including weekends when every field office is closed) beats any office visit — the Ralphs kiosk in Whittier runs 6:00 AM to 1:00 AM every day. If the task is a REAL ID, a first licence, a drive test, or a title transfer, the kiosk cannot do it — book the Painter Avenue office. If the renewal needs a smog check or has a hold, the kiosk will not clear it — then it becomes an office task. And if the task is a kiosk task in El Monte, do NOT drive to the El Monte field office (no kiosk) — use a grocery kiosk instead.

7DMV partners near Whittier: registration help for an extra fee

Partner caution, in the DMV’s own wording: “Businesses authorized by the DMV to handle certain registration services, often with much shorter wait times (if any!). Additional fees may be applied by this partner.” Partners handle registration-type work only; they do not issue licences, run tests, or process REAL ID. Ask the price before handing over paperwork. The partner list below is the official dmv.ca.gov listing for this cluster, re-verified November 3, 2026 — commercial “DMV registration” sites and directory listings are not DMV partners and are not presented as such.

Services listed on its page include new registration, registered/legal owner transfers, vehicles with manufacturer statement of origin or out-of-state title, permanent trailer ID transactions, revive junk/salvage vehicle, special or personalized plates, renew registration & print sticker, replace title, and miscellaneous original documents. OPEN on Wednesday, November 11 (Veterans Day), 10:00 AM–6:00 PM — partners are private businesses, not DMV offices, so they do not follow the DMV holiday closure. The field office is CLOSED Nov 11; Angels is open — a same-day fallback for registration-type work only, never for a licence, REAL ID, or test. One place card labels this address “Santa Fe Springs” — dmv.ca.gov says Whittier, CA 90606; print the dmv.ca.gov city. The same card’s hours omit Saturday — the own dmv.ca.gov page shows Saturday 10:00 AM–6:00 PM.
LA Auto Registration Services (La Puente)17227 E Valley Blvd, La Puente, CA 91744 — 1-323-233-1169Mon–Fri 10:00 AM – 7:30 PM, Sat 10:00 AM – 6:30 PM, Sun closedThe latest-closing partner in the wider cluster (7:30 PM weekdays). Address, phone, and hours all printed on its own dmv.ca.gov partner page (carried from the November 2, 2026 West Covina brief — not re-fetched in this run).

Call before visiting, or omit.

Two warnings before you use this table. First, the partner-hours anomaly: several partner listings on dmv.ca.gov show “Mon–Sun Closed” — that is a data anomaly, not hours, and this page never prints “Mon–Sun Closed” as a partner’s hours. For any partner showing that pattern, the page prints name, address, and phone only, with a call-first caution. Second, the non-partner warning: no other Whittier registration business was verified against a dmv.ca.gov business-partner page in this check, so no other business is presented here as a DMV partner. M Q Auto Registration (13325 Telegraph Road, Whittier) appears in place data with a “DMV” category and a phone — but NO dmv.ca.gov business-partner page for it was found, so it is NOT presented as a DMV partner. A search listing is not a DMV partner page. If a business calls itself a “DMV” service without appearing on dmv.ca.gov’s partner list, treat it as a private business, not as the DMV — and never hand it a task it cannot do, because no partner can issue a licence, run a test, or process a REAL ID.

8Drive tests at Whittier: what to expect

“Testing” is on the Whittier field office’s official services list, so behind-the-wheel drive tests are bookable here — as a separate appointment type in the official scheduler, not as part of a general office visit. That separation is the most common booking mistake in the whole DMV system, and it is worth repeating for a cluster where the next office is a freeway drive away: book “drive test,” not “office visit,” for the road test, or you will be rebooking instead of testing. Drive tests are appointment-only — there is no walk-in path for them. The test itself follows the standard California examiner pattern — residential speed control, full stops, mirror and blind-spot discipline, lane discipline, and parking — and the best preparation is the same everywhere: practice on the skills in our driving test appointment guide and driving test tips, not a memorized route. This page deliberately prints no street-by-street examiner route for Whittier: no verified turn-by-turn route text was found for this office, and an invented route would be worse than no route.

The car-qualification checklist is statewide and worth running the night before, because a failed car check costs the appointment: valid registration, current insurance, working brake lights, turn signals, horn, and mirrors — and a licensed driver who brings the test-taker and waits at the office. The examiner’s pre-drive check covers the brakes (foot and parking), horn, turn signals front and back, brake lights, tires, an unobstructed windshield, working doors and windows, a driver-side window that rolls down, seat belts, two mirrors, two plates with current registration, the defroster, hazard lights, headlights, and wipers, and asks the test-taker to locate and demonstrate the controls (window, wipers, signals, brake lights, horn, parking brake, defroster, hazards, headlights) and arm signals. The skills tested are left and right turns, stops at intersections, lane changes, straight-line reversing, curbside parking, traffic checks, and space management, with freeway driving only briefly or rarely. What loses points everywhere in California: missed mirror and blind-spot checks before lane changes, rolling stops, following too closely, speed mismatched to conditions (not just the posted limit), and pedestrian-awareness failures at crosswalks and intersections. Two more scope notes. Motorcycle skills-test availability is not itemized for Whittier on its official page, so check the scheduler rather than assuming a motorcycle test is offered here — “Testing” is listed generically, with no breakout. And knowledge (written) tests are generally not offered after 4:30 PM, so do not book the last slot of the day and expect to test — take a morning slot for any test, drive or written, and treat the Wednesday 9:00 AM opening as a hard constraint on early appointments that day. After a failed test, a waiting period applies before retesting and the number of attempts is limited — the scheduler shows when you can rebook; no specific wait or attempt numbers are printed here without a Handbook citation. Parallel parking (other than pulling alongside a curb) is generally not required in the California test — phrased as “generally” only, never as an official guarantee.

Which office for the test, if Whittier shows no drive-test slot? Montebello (6.8 miles, about 15 minutes) is the same work closest by, and Bell Gardens (8.0 miles, about 17 minutes) is the second choice; Fullerton (11.9 miles, about 22 minutes) is the third. El Monte (9.4 miles, about 21 minutes) also lists Testing — and note that El Monte having no kiosk is irrelevant to a drive test; do not rule El Monte out for a test on kiosk grounds, and do not rule Whittier in for a test on kiosk grounds either. And do NOT book the test at the Placentia IBC in Placentia (2390 Rose Drive) — it is an Industry Business Center for vehicle-industry customers, not a public counter, and it does not take a general drive-test appointment for a Whittier reader. For Whittier’s teen population, one note: Whittier teens take permit and drive tests at this office, and Pico Rivera, La Mirada, Downey, Cerritos, La Habra, Buena Park, Brea, and La Puente teens use Whittier as their second office, because none of those cities has an office of its own — frame that as geographic adjacency, never as an assigned catchment, because dmv.ca.gov does not assign catchment areas. Whittier has six active public high schools inside city limits or with a Whittier mailing address, with 7,764 students enrolled in the 2025–26 school year (third-party figures from Stallion Drivers Ed, labelled as such). One local-awareness note for new drivers practising in Whittier, not a drive-test route claim: several intersections on Lambert Road sit beside railroad tracks and the Greenway Trail, with special controls including flashing “No Right Turn” signs and signals tied to the railroad. This page prints no “easiest/hardest office to pass” ranking and no pass-rate percentage for Whittier, because no credible, current figure exists.

9Transit, parking & getting there

By rail, Whittier has no Metrolink station — and this page must never say “Metrolink to Whittier” without saying there is no such stop. There is NO Metrolink station in Whittier. No Metrolink line serves the city. The nearest Metrolink stations to the office are Norwalk/Santa Fe Springs (12650 Imperial Highway, Norwalk — 91/Perris Valley Line and Orange County Line; Norwalk Transit Route 4 directly serves the station) and the Montebello Metrolink Station (Riverside Line; Metro bus lines 18, 66, and 70 serve it). Neither station is at the DMV office, so this page makes no station-to-office walk claim at all — and do not let the station name imply an office: Norwalk is home to the Norwalk/Santa Fe Springs Metrolink station, which is a TRAIN station, not a DMV office.

By bus, Metro Line 18 runs along Whittier Boulevard (6th Street – Whittier Boulevard) from downtown Los Angeles to the Montebello Metrolink Station; east of Montebello, service is provided by Montebello Bus Lines line 10 on Whittier Boulevard. These are the bus services that run the Whittier Boulevard corridor — the same boulevard as the Ralphs kiosk (14919 E Whittier Boulevard). Metro Line 62 (Telegraph Road) runs downtown Los Angeles to Hawaiian Gardens via Telegraph Road, serving Santa Fe Springs, Norwalk, Downey, Montebello, and Commerce — a second bus corridor for readers coming from the south and west. Use the Metro / Metrolink trip planner and check the stop nearest 9338 S Painter Avenue before you travel. Never print a “get off at X, walk Y minutes” instruction, a timetable, or a frequency for any route — the schedules change, and a stale timetable is worse than no timetable. No source verified at brief-write time gives a specific bus stop’s walking distance to 9338 S Painter Avenue, which sits on Painter Avenue, not Whittier Boulevard.

Parking is unsourced. No official or credible source describes the office’s lot, capacity, street parking, or accessibility spaces. The one credible parking-adjacent fact found is a DMV bid solicitation for parking-lot repair, seal and stripe work at the Whittier DMV Field Office — a contract for work at 9338 South Painter Avenue “to enhance the safety and functionality of the parking area, which serves the public visiting the DMV.” That proves the DMV maintains a parking area at this office — it does NOT prove how many spaces it has, whether it fills up, or what street parking exists. This page does not assert “free parking,” “large lot,” or any parking-difficulty claim for the Whittier field office. The only tip offered is the honest one: arrive early and allow time to park, because the office does not publish parking details. No street-by-street driving directions appear anywhere on this page, for the same reason — the office address is the fact, plus the labelled OSRM drive times in section 4; the route is the reader’s navigation app.

10Whittier & the catchment: who this office actually serves

Whittier is a city in the Gateway Cities region of southeastern Los Angeles County, California — about 12 miles southeast of downtown Los Angeles (commonly cited distance, labelled approximate). It sits on the valley floor between the San Gabriel Mountains to the north and the Puente Hills to the south, covering 14.66 square miles of land (14.65 square miles of land area). Its population was 87,306 at the 2020 United States census (U.S. Census Bureau, labelled with its year — never an unlabelled estimate), with a population density of 5,824.9 people per square mile. The 2010 census was 85,331. Do not trust the 2025 estimate as the population, and do not trust the higher figure one third-party page gives — both conflict with the 2020 census count. Los Angeles is the county seat of Los Angeles County — not Whittier. Do not misstate this: the county-seat flagship office is the Los Angeles office, not Whittier.

The city was incorporated on February 25, 1898 — and it became a charter city in 1955, named for the Quaker poet John Greenleaf Whittier, and it is home to Whittier College. That is why this office matters beyond Whittier’s own residents: it is the permit and drive-test office for a large commuter population, alongside the teens of Pico Rivera, La Mirada, Downey, Cerritos, La Habra, Buena Park, Brea, and La Puente, whose cities have no office of their own. The Gateway Cities are a commuter region — Interstate 5, Interstate 605, and State Route 60 all cross it — and a large, spread-out, car-dependent population, much of it commuting west to Los Angeles or east to Orange County, is served by a single nine-service field office.

The Whittier decision the page must answer: Whittier (full services + kiosk, the default for Whittier and the whole no-office ring) vs Montebello / Bell Gardens (full services + kiosk, the nearest fallbacks, and the DEFAULT offices for Pico Rivera and Downey teens) vs Fullerton (full services + kiosk, the default for La Habra / Brea / Buena Park / La Mirada) vs Bellflower (full services + kiosk, the default for Cerritos) vs El Monte (8 services, no kiosk — fine for tests and counter work, useless for kiosk tasks) vs West Covina / Pasadena / Lincoln Park / Pomona (full services + kiosk, further fallbacks) vs the three grocery kiosks (registration and records only, open weekends and late — Whittier’s Ralphs to 1:00 AM daily, La Mirada to 10:00 PM daily, La Habra to 11:00 PM daily) vs the in-city partner (Angels Auto Registration Services on Norwalk Boulevard, registration-type work only, Mon–Sat 10–6, open on Veterans Day when the office is closed) vs the Placentia IBC in Placentia (not a field office — do not drive there for counter work). Choice by TASK and by NEAREST office first, never by invented wait-time ranking. Catchment framing only: Pico Rivera, Downey, Norwalk, Santa Fe Springs, La Mirada, La Habra, Brea, Hacienda Heights, Rowland Heights, and South Whittier readers also use this office because their own cities have no field office — framed as “nearby cities whose residents use this office” on geographic adjacency, never as measured catchment data. Do not claim Whittier is the “official” office for Pico Rivera or La Mirada — dmv.ca.gov does not assign catchment areas.

11Before you leave home — the Whittier checklist

  • Confirm the day: Wednesday opens at 9:00 AM, not 8:00 AM — and not Tuesday, despite what some directories imply for other offices; Saturday and Sunday the office is closed, full stop. Wednesday, November 11 is closed (Veterans Day). Thursday, November 26 and Friday, November 27 are closed (Thanksgiving and the day after). Christmas Day (December 25) and New Year’s Day (January 1, 2027) are closed; Christmas Eve and New Year’s Eve are normal-hours days. State holidays change hours — check the official office page the day before you go (see our California DMV holidays guide).
  • Confirm the door: field office (9338 S Painter Avenue) vs Placentia IBC in Placentia (not a field office) vs kiosk vs partner. A kiosk cannot do your REAL ID; a partner cannot do your licence; the IBC cannot do anything for a general visitor; Pico Rivera, Downey, Norwalk, Santa Fe Springs, La Mirada, and La Habra have no field office at all.
  • Confirm the address: 9338 S Painter Avenue, Whittier, CA 90605. Painter Avenue — NOT Artist Avenue, not a grocery-kiosk address on Whittier Boulevard or Valley View Avenue, not 8023 Norwalk Boulevard (the Angels partner), and not any Rose Drive address in Placentia (the Placentia IBC).
  • Confirm the task: if it is a registration renewal or a record copy, do NOT drive to Painter Avenue on a weekend — the office is closed. Use the Ralphs kiosk at 14919 E Whittier Boulevard (6:00 AM–1:00 AM daily) instead, or the on-site kiosk during office hours.
  • Bring the documents checklist for your task (identity, residency, Social Security number where required, vehicle registration and insurance for a drive test, title and smog certification where required for a transfer). A missing document is the most common reason for a second trip, and no appointment type fixes it. See our documents checklist.
  • Bring payment that the door accepts: the field office takes cash, check, credit card, debit card, digital wallet, and money order; kiosks take cash, credit, and debit cards, with a 1.95% service fee on card transactions; partners may add their own fee on top of the DMV fee.
  • If your task is a registration renewal or a record copy, skip the office entirely and use the Ralphs kiosk in Whittier (14919 E Whittier Blvd, 6:00 AM–1:00 AM daily) or the La Mirada kiosk (12721 Valley View Ave, 6:00 AM–10:00 PM daily) or the La Habra kiosk (1800 W Whittier Blvd, 6:00 AM–11:00 PM daily) — all are open when the field office is closed, including weekends. Bring the renewal notice with its Renewal Identification Number, or the current registration card.
  • Do not book the last slot of the day for a knowledge test — tests are generally not given after 4:30 PM. And do not book an appointment at all for a renewal, a record copy, or a replacement licence — those go online, to a kiosk, or by mail.
  • If Whittier shows nothing, widen by task, not by distance: Montebello first for full services with a kiosk (6.8 miles), then Bell Gardens (8.0 miles) — all full-service with kiosks on site. For La Habra, Brea, Buena Park, and La Mirada readers, Fullerton (11.9 miles) is the default, not Whittier. El Monte is a real alternative for a licence, a test, or a REAL ID; do not rule it out for counter work on kiosk grounds — but never drive there for a kiosk task.

Before you leave, run the three checks from this page: the right day (Wednesday opens at 9:00 AM; weekends closed; November 11, 26, and 27 closed), the right door (field office vs IBC vs kiosk vs partner — a kiosk cannot do your REAL ID, a partner cannot do your licence, the IBC cannot do anything for a general visitor, and this office itself has both an on-site kiosk and a grocery kiosk in its own city), and the right address (9338 S Painter Avenue — Painter, not Artist; not a grocery store, not the two kiosk addresses, not the partner address, not Rose Drive in Placentia). Those three checks prevent more wasted Gateway Cities trips than any other advice on this page.

12Which door does your task use?

This table is the page’s practical payoff: most wasted Gateway Cities trips are not about the address, they are about the wrong door. Read the row for your task before you book anything.

Your taskWhere it goesWhy
First driver’s licence, REAL ID first application, licence renewal that requires an office visitWhittier field office, “office visit” appointment typeOnly a full-service field office issues licences and REAL IDs. Kiosks, partners, and the IBC cannot do them; Pico Rivera, Downey, Norwalk, Santa Fe Springs, La Mirada, and La Habra have no office of their own.
Behind-the-wheel drive testWhittier field office, “drive test” appointment type (separate from office visit)Whittier lists Testing. Booking a general office visit for a road test means rebooking. Bring a qualifying vehicle and a licensed driver; the Placentia IBC in Placentia is an industry facility, not a drive-test site for a Whittier reader.
Knowledge (written) test — first timeWhittier field office, office-visit/test appointmentFirst-time knowledge tests are an office task. Do not book the last slot — tests are generally not given after 4:30 PM.
Knowledge (written) test — retestWhittier field office (or Montebello / Bell Gardens / Fullerton)No limited-service shortcut exists in this cluster, so a retest is a Whittier, Montebello, Bell Gardens, or Fullerton office task.
ID card — original or replacementWhittier field office (or Montebello / Bell Gardens / Fullerton)Original ID cards are an office task; eligible renewals can also go through a kiosk.
Driver’s licence renewal (eligible, under 70, no REAL ID upgrade, no holds)Grocery kiosk (Ralphs Whittier to 1:00 AM, The Market by Superior La Mirada to 10:00 PM, Albertsons La Habra to 11:00 PM) or onlineNo office visit needed, and kiosks run weekends and late. If the renewal needs a photo, vision test, or re-examination, it becomes an office task.
Registration renewal, planned non-operation, driver/vehicle record copyGrocery kiosk (Whittier / La Mirada / La Habra), the on-site Whittier kiosk, or onlineNo office visit needed — and at Whittier there is an on-site kiosk AND a grocery kiosk in the same city, so the kiosk plan is the easy plan. If the renewal needs a smog check or has a hold, the kiosk will not clear it — then it becomes a Whittier office task.
Title transfer, new registration, plates, placards, replacement registration card (complex cases)Whittier field office only (in this cluster)Kiosks cannot do title transfers; partners handle registration-type work only. Montebello is the full-service fallback if Whittier shows nothing — and it has a kiosk on site.
Registration help with a person at a counter (renewal, plates, sticker, transfer paperwork)DMV partner — Angels Auto Registration Services (8023 Norwalk Blvd, Whittier, Mon–Sat 10–6) or LA Auto Registration Services (17227 E Valley Blvd, La Puente, Mon–Fri 10–7:30, Sat 10–6:30)Partners charge their own additional fee — ask the price first. Partners cannot do licences, tests, or REAL ID. Angels is open on Veterans Day, November 11, when the field office is closed.
No appointment available at WhittierMontebello field office (full services + kiosk) first; Bell Gardens / Fullerton as fallbacks (all full-service with kiosks); West Covina / Bellflower / Pasadena / Lincoln Park / Pomona as farther fallbacksMontebello is the only like-for-like substitute closest in the cluster for counter work — with a kiosk on site, which Whittier also has. Do not drive to Pico Rivera, Downey, Norwalk, Santa Fe Springs, La Mirada, La Habra, Brea, Hacienda Heights, Rowland Heights, or South Whittier expecting a field office — none exists. Do not drive to the Placentia IBC in Placentia expecting a counter.

Ready to book?

Booking happens on the DMV’s official scheduler — it’s free. Book the Painter Avenue office for Whittier, Pico Rivera, Santa Fe Springs, La Mirada, La Habra, and Downey visits — and remember to pick “drive test” (not a general visit) if you are booking a road test, to use the on-site kiosk or the Ralphs kiosk on Whittier Boulevard for renewals and records instead of an office visit, and to check the Montebello fallback for full services with a kiosk. Bring our document checklist so you walk in prepared, and double-check the holiday schedule before you go — the office is closed November 11, 26, and 27.
